Coal lease money funds community grants

Beginning October 1, 2026, the law creates a dedicated State Treasury fund, managed by the Department of Workforce. It receives rent and royalties from federal coal lease sales in Alabama beginning after January 1, 2027. The Legislature can also provide money from other sources. For qualifying revenue collected from January 1, 2027, through December 31, 2030, the law sets an annual payment order. The first $1 million goes to the State General Fund. The next $500,000 goes to the Alabama State Port Authority for the McDuffie Coal Terminal at the Port of Mobile. The next $250,000 goes to the Alabama Surface Mining Commission. Remaining revenue goes to the dedicated fund for grants to eligible local development groups. Money deposited in the fund stays there and can be used only for the law’s purposes, under state budget and allotment rules. The department can retain up to 10% of total program funds for actual administration and financial audit expenses.

New grants help Alabama coal communities

Beginning October 1, 2026, Alabama’s Department of Workforce runs a new grant program for coal-impacted communities. Eligible Alabama nonprofit local development groups must have a record of supporting economic or workforce development. They must also meet the board’s statutory criteria and serve a coal-impacted community. Fayette, Jefferson, Tuscaloosa, and Walker Counties are expressly included. Grants support job training, projects that improve community livability, public works and services, capital improvements, and Alabama Surface Mining Commission operations. A new advisory committee gives coal-impacted communities a voice, with members serving four-year terms. The Governor, Lieutenant Governor, Senate President Pro Tempore, and House Speaker each appoint a member from a coal-impacted community. Each of the four named county delegations appoints one member, and the Alabama Mining Association president also serves. Committee membership must reflect racial, gender, geographic, urban/rural, and economic diversity. Members serve without pay but can receive reimbursement under state travel and daily expense rules. The Workforce Secretary must adopt rules as needed to run the program.
