Candidates get more time, revised filing rules

Effective immediately, Alabama candidates with a current financial disclosure on file no longer need to notify the State Ethics Commission. The law also removes the old guarantee that a current disclosure avoids a second filing. Candidates must file disclosures for the previous calendar year within five days after the declaration-of-candidacy deadline. Independent candidates must file within five days after the first primary election. Municipal candidates must file within five days after the qualifying-paper deadline. When the commission reports noncompliance, election officials must immediately notify the candidate. Candidates then get five additional days to give election officials proof that they filed as required. The commission can also grant five extra days to file for good cause. Candidates who fail to submit a required disclosure or amended disclosure are not qualified, and officials must remove their names from the ballot.
