Beginning October 1, 2026, the authority can buy or receive property and hold title. It can lease its facilities to others and set and collect rent. It can sign contracts with public and private groups. It can accept gifts, loans, and grants and spend them for its work. The law does not set dollar amounts or rental rates.
Beginning October 1, 2026, the Alabama Aerospace and Defense Authority promotes aerospace education and training. It promotes new space exploration, space tourism, and spaceport technologies, and sponsors industry conferences. It encourages venture capital and partnerships, and proposes ideas like tax credits and incubator programs to state leaders. It studies whether Alabama can win a federal license for a spaceport and works with tourism groups to promote space tourism and training. It also develops plans to attract private investment.
Beginning October 1, 2026, the authority may take actions needed to carry out its mission, within the law. Its bylaws and policies must be approved by the Alabama Department of Economic and Community Affairs. The authority must send copies to the Legislative Council when rules are adopted, changed, or repealed. The act takes effect October 1, 2026.
