Alabaster can create two entertainment districts

Beginning June 1, 2026, the Alabaster City Council can create up to two entertainment districts by local ordinance. Each district is limited to 0.5 mile by 0.5 mile. Districts can include state-licensed businesses that sell alcohol for drinking on their premises. The ordinance must set operating hours. The council can also regulate other district operations and revoke a district's designation.

Alabaster patrons get limited outdoor drinking

Beginning June 1, 2026, state-licensed alcohol retailers inside an Alabaster entertainment district can get a district permit. They must be licensed to sell alcohol for drinking on their premises and must follow all other license rules. Permit holders' patrons, guests, and members can carry open drinks outside, but must stay within the district. They cannot enter another alcohol licensee's premises with open drinks or closed alcohol containers acquired elsewhere. During district hours, anyone other than a retail licensee cannot possess or bring in open or closed alcohol containers acquired outside the district. Alabaster must enforce the ordinance, which must include penalties allowed by law.
