Alabama development boards gain financing options

Beginning October 1, 2026, existing and newly formed industrial development boards in Alabama Class 2 municipalities gain broader powers. They can issue and sell bonds and finance local projects through loans, grants, leases, or other methods. Boards can buy, build, improve, equip, maintain, operate, manage, lease, or sell projects, including homes, apartments, and hotels. Projects must be within the municipality and mainly serve a public purpose. These purposes include business growth, jobs, tax-base growth, blight removal, facilities supporting economic growth, and workforce-related housing. A majority of board members must adopt a resolution finding that the project and its use serve these purposes. Boards can use bond proceeds, other board funds, contributions, or loans to cover project costs or lend for projects. The law provides no specific dollar amount or appropriation.
