Alabama lawmakers can challenge state contracts

Beginning October 1, 2026, Alabama’s legislative contract review committee can recommend that the Governor not sign a contract under review. State departments must submit proposed personal or professional service contracts with private parties, including a breakdown of total costs. This covers contracts paid with appropriated state funds or federal funds. Departments can instead submit a letter of intent naming the parties, services, and costs, then provide the actual contract once signed. The committee must hold a review hearing within 45 days of submission and comment when needed. If no hearing occurs within 45 days, the review requirement is treated as met. The committee can also hold a contract for review for up to 45 days after a meeting. Contracts made in violation of these rules without prior committee review are void from the start. The committee can compel witnesses to appear and require documents or contracts. It must meet during the first week of each month and elect leaders after each new four-year legislative term begins. Reelected members continue serving until the committee reorganizes. Members receive regular legislative compensation, daily allowances, and travel expenses from legislative funds, but no additional compensation during legislative sessions. The law creates no direct household payment or eligibility change.
