Arizona's law takes effect December 31, 2025, and applies to life-care contracts entered into on or after that date. The refund-order rule excludes contracts signed before January 1, 2026, and contracts guaranteeing refunds within three years after vacancy. For covered contracts, facilities must assign the vacated unit a refund number within 60 days after receiving notice to vacate. Refunds follow that order, but payment requires a refund owed under the contract and enough new entrance-fee money to pay it fully. Payment goes to the resident, their estate, or designated payees; the law sets no guaranteed payment deadline.
