Bill Overview

Analyzed Economic Effects

4 provisions identified: 0 benefits, 1 costs, 3 mixed.

Arizona vocational schools need licenses

Private vocational program operators with a physical presence in Arizona must hold a state license. Each program they offer must be listed on that license. The law does not state a fee amount.

Tuition fund coverage changes for students

Arizona's tuition recovery fund rules now include schools that must register with the state. Arizona residents can file claims after a covered school closes. Nonresidents cannot claim from the fund, including students who can seek recovery through a similar fund in their home state. Claims must be filed within one year after the school stops operating.

Colleges pay recovery fund assessments

Licensed or registered private colleges that collect prepaid tuition pay an annual assessment for each newly enrolled student. It equals 0.2% of the student's total course cost, up to $10 per student and $25,000 per institution each year. Colleges do not pay the assessment for students who are not Arizona residents, including nonresidents taking distance-learning classes. The law does not say whether these costs change student prices.

Out-of-state online schools must register

Out-of-state private schools must register each year before enrolling Arizona residents in fully online programs, unless they take part in the state authorization reciprocity agreement. The state board sets registration fees. Accredited schools must meet financial rules, including a current-year federal financial composite score above 1.5. Unaccredited schools, or schools that do not meet that score, must provide a bond, cash deposit, or letter of credit based on prior-year tuition from Arizona residents. Schools must also provide required student notices and report certain major changes within 30 days.
