Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Families can use more 529 savings

Families can withdraw up to $20,000 total from AZ529 for a beneficiary’s eligible costs to attend an elementary or secondary public, private, or religious school. The law does not state the time period for this limit.

Long-held 529 savings can fund Roth IRAs

Eligible AZ529 money can move to a Roth individual retirement account (IRA) for the same beneficiary. The AZ529 account must have been maintained by the beneficiary for at least 15 years. The transferred contributions and earnings must meet a five-year age rule. The transfer and the beneficiary’s other Roth IRA contributions for that year must stay within the annual contribution limit. Transfers from all AZ529 accounts to the beneficiary’s Roth IRAs cannot exceed $35,000 total.

Move education savings into disability accounts

An account owner can move some or all AZ529 money into an ABLE account. The prior $15,000 limit and December 31, 2025 cutoff no longer apply. The ABLE beneficiary must be the same as the AZ529 beneficiary or a member of that beneficiary’s family. Arizona uses the federal 529 family definition for this and other rules on family members, including beneficiary changes and transfers.

Less personal information on 529 applications

AZ529 applicants no longer need to provide the contributor’s name, address, Social Security number, or employer identification number. Applications still require account-owner and beneficiary details, an excess-contribution certification, and other information the treasurer requires.
