More flexibility for charter schools

The State Board of Education and the State Board for Charter Schools can approve qualified applicants seeking separate charter-holder status. Applications must meet charter-school rules, and sponsors may consider whether the applicant has separate boards, staff, facilities, students, and leaders. When a charter school board has vacancies, a majority of its remaining members can form a quorum unless the school’s operating agreement bars it.
