Arizona creates an off-road vehicle study group

Arizona establishes a committee to study off-road vehicle issues and gather public input. It includes state lawmakers, agency leaders or designees, and representatives of law enforcement, agriculture, recreation, vehicle businesses, and the public. The committee reports each year by January 1 to the Governor and legislative leaders, with a copy sent to the Secretary of State. Governor-appointed members can receive expense reimbursement, and the committee ends May 31, 2027.

Temporary Arizona permits for off-road vehicles

Arizona can issue temporary general-use registration to people who do not qualify for permanent registration, and to nonresidents who own qualifying vehicles titled in another state. A qualifying vehicle is designed mainly for recreational off-road travel, is no wider than 80 inches or heavier than 2,500 pounds unladen, and has four or more non-highway tires, a steering wheel, rollover protection and an occupant retention system. Each registration allows use for up to 30 days; operators must have required insurance, applicants must show proof of ownership or authorized possession, and the registration must be visible from outside. Usually, only one temporary registration can be issued for a vehicle in 12 months, but that limit does not apply to qualifying owners of out-of-state-titled vehicles. The fee follows the state fee schedule, with $1 deposited in a county fund when the assessor registers the vehicle or in the state highway fund when the director does. The law applies retroactively to May 31, 2025.
