A return path for surrendered firearms
Starting October 1, 2026, anyone can leave a firearm or ammunition with state or local authorities for at least 14 days. The return form must be available by October 1, 2027; requests can be made from day 15 through two years after surrender. Authorities must respond within five days and make items available only if the person was legally entitled to possess them at surrender and is still allowed to possess them. If an item is not collected within two years, the agency gives at least 90 days’ written notice before destruction.
New limits on convertible pistols
Starting October 1, 2026, knowingly importing or commercially advertising or selling a convertible pistol made on or after that date is a class D felony. The restriction does not cover a lawful transfer between two people who are not licensed gun dealers. Connecticut also treats a qualifying convertible pistol with a converter as a machine gun. The law covers pistol converters, forced-reset triggers, and other add-ons that raise a pistol’s firing rate.
New rules for unfinished gun parts
Starting October 1, 2026, more unfinished frames and lower receivers fall under state firearm rules. People may possess them only if eligible to buy a firearm, and covered transfers require a permanent identification mark that meets federal rules. Certain transfers between licensed firearm businesses are exempt. Retailers selling 10 or more firearms a year and federally licensed dealers need a local permit to advertise or sell these parts; applicants generally need a state pistol certificate or carry permit and zoning documents.

To (1) include the playing of a video on a mobile electronic device that is in full view to the person who is operating the vehicle as a form of distracted driving, and (2) specify that distracted driving in a highway work zone is a violation of the state's reckless driving statute.
