Bill Overview

Analyzed Economic Effects

8 provisions identified: 6 benefits, 1 costs, 1 mixed.

Direct payments for qualifying property owners

Beginning July 1, 2026, Connecticut's Treasurer must pay qualifying claims for property worth at least $50 but less than $2,500. The person must be the sole owner, and the Treasurer must be satisfied about their current address. Claims outside this payment rule may qualify under separate unclaimed-property rules.

Annual checks for old funeral funds

Beginning July 1, 2026, holders of funeral contract property must obtain lists from funeral establishments by March 1 each year. A contract belongs on the list if it is at least 75 years old. It also belongs if the establishment has confirmed notice of the beneficiary's death or the beneficiary has reached age 110. These lists help identify property that may be due to owners or beneficiaries.

Life insurance proceeds enter property searches

Beginning July 1, 2026, automatic premium loans cannot block life insurance proceeds from Connecticut's unclaimed-property process. The same applies to other policy terms that preserve coverage or value after missed premiums. This applies when the insured dies, or someone becomes entitled to proceeds, before the policy's cash value runs out.

More privacy for unclaimed property owners

Beginning July 1, 2026, owners' personal information in the Treasurer's records is exempt from public-records disclosure. This covers information from holder reports and records outside the published searchable list. Protected details include identifying numbers, home addresses, contact information, account numbers, and abandoned-property values. Officials can still share information to run the unclaimed-property program, with appropriate privacy protections.

Owner activity counts before property transfers

Beginning July 1, 2026, account access, presenting dividend or interest payments, and certain related-account activity can show continued ownership interest. Oral contact counts when recorded at the time and preserved; other outside communications generally need records showing the owner's knowledge. An owner's representative can act, but the property holder cannot count as that representative. Holders can request early transfer of likely abandoned property with an authorized officer's sworn statement describing notice efforts. It must confirm notice at least six months earlier and no owner contact showing interest; the Treasurer must agree in writing.

Repair sale leftovers go to owners' claims

Beginning July 1, 2026, dealers must send leftover money from covered repair sales to Connecticut's Treasurer within 10 days. This means money remaining after sale expenses and the debt are paid. Dealers must also file an unclaimed-property report, allowing owners to seek the remaining money through that process. The required repair-sale notice also satisfies the related unclaimed-property notice rule.

Tighter deadlines for injury fund claims

Beginning July 1, 2026, Connecticut's Second Injury Fund is generally exempt from claims brought on behalf of insolvent insurers. Claims filed within 30 days after the insurer's bankruptcy determination are excepted from that exemption. Employers and insurers must seek reimbursement for retroactive benefits within two years after paying them. A reimbursement claim cannot cover more than three years of benefits. These reimbursement limits do not create a new household payment duty.

Treasurer chooses between military medal claimants

Beginning July 1, 2026, the Treasurer can choose who receives a state-held military medal when several people may claim it. Before choosing, the Treasurer must make a reasonable effort to identify and contact all known potential rightful owners. The process allows one claimant to receive the medal while competing claimants do not.
