Clearer care ads for households
Since October 1, 2023, an agency using “care” in ads for homemaker services must prominently display “[Agency name] solely provides nonmedical care” at the top of all advertising. Ads must not suggest medical services or licensure. Starting January 1, 2027, agencies may also say they follow state training rules or mention topics on the approved training list. These rules help households understand what the agency offers, while limiting how agencies can advertise.
Paid training for home-care workers
Starting January 1, 2027, agencies must give covered new workers at least eight paid training hours within 90 days of hire. Workers also complete annual continuing education and every approved program at least once every two calendar years. The state must publish the approved program list by October 1, 2026; topics include safety, communication, abuse reporting, changes in a client’s condition, and dementia services. Registered nurses’ aides, home health aides, personal care attendants, and workers who do not provide homemaker or companion services are exempt. Documented initial training at another agency within the past three years counts; agencies must keep training records and send yearly attestations, and registries must check workers before referring them. Workers receive paid training, while agencies take on training and recordkeeping duties.
