Help line for online gaming users
Starting July 1, 2026, covered gaming platforms must show a toll-free help number on their website or app. The number is for people seeking help with problems on the platform. A recorded message may direct callers to online support.
Fewer gaming ads for young people
Starting July 1, 2026, ads focused only on keno, online lottery tickets, or fantasy contests cannot run during TV programs rated for viewers under 18. This also covers ad campaigns shown during those programs. Gaming promotions are barred in athletic facilities at Connecticut colleges and on their websites, apps, and social media. General-audience announcements, signs, or displays are exempt.
Stronger testing for lottery games
Upon passage, labs testing lottery draw games or keno must report on technical standards, legal compliance, and other information the Department of Consumer Protection needs. Labs must give the department secure, real-time online access to reports. The Lottery Corporation must submit the certification report when it seeks approval for a game.
Lottery Corporation pays game testing costs
Upon passage, the Connecticut Lottery Corporation must pay all costs of testing and getting certification for covered games. The law does not state a dollar amount or require households to pay directly.
Online gaming users face location checks
Upon passage, platforms that only offer fantasy contests or sell draw-game or keno tickets online must check a user’s location for each entry-fee payment or ticket purchase. They must block a transaction when they cannot confirm the location and show a pop-up notice. Platforms must detect proxy or VPN use or block those users, and alert the operator and user when account access seems geographically inconsistent.
