Earlier state review before utility siting
Electric distribution companies must tell the Department of Energy and Environmental Protection and the Office of Consumer Counsel their planned siting filing date at least 12 months ahead. The agencies must finish any evaluation and draft report, and share them with the company, at least 90 days before the company files with the Connecticut Siting Council. This timing rule applies upon passage and makes reviews more predictable.
Utility financing orders and charges locked in
Financing orders and the competitive transition assessment are irrevocable. Regulators cannot rescind or change these orders, revalue stranded costs, or reduce related revenues. This also bars cuts to revenues tied to the economic recovery transfer and certain rate‑reduction‑bond disbursements linked to conservation and clean energy programs. An exception applies where other law governs transition property used for rate‑reduction bonds.
