Regional groups face new grant redistribution limits
Beginning October 1, 2026, regional incentive proposals can no longer seek to redistribute grants under section 4-66m. Regional councils and regional educational service centers can still propose redistributing grants under sections 4-66g, 4-66h, and 7-536. These proposals direct grants toward regional priorities. The change does not set grant amounts or change household eligibility for services.
Towns must classify qualifying state-held land
Effective upon passage, the law applies to assessment years beginning on or after October 1, 2026. State officials must identify qualifying state-owned or state-trust land in a state agency’s custody or control. Covered categories are farm, forest, open space, and maritime heritage land. Officials must notify town assessors from 30 days before through 30 days after assessment, extended to 90 days after in revaluation years. Assessors must classify the land, value it using state unit-price schedules, and add it to town property assessment lists. Classification belongs only to the state and ends when the land’s use changes or it is sold or transferred. This does not establish that the land is taxable or set household tax amounts.
Schools get funding notices a month later
Beginning October 1, 2026, Connecticut moves annual public school allocation notices from March 1 to April 1. The Office of Policy and Management must notify each school operator and publish allocation amounts and calculations online. The law changes the timing, not funding amounts or eligibility rules.

To authorize municipal employees to serve on municipal boards of finance if such employees receive less than ten thousand dollars in salary or wages annually.
SB 00484, AN ACT CONCERNING DISTRACTED DRIVING AND THE SAFE OPERATION OF A MOTOR VEHICLE IN A HIGHWAY WORK ZONE.
To (1) include the playing of a video on a mobile electronic device that is in full view to the person who is operating the vehicle as a form of distracted driving, and (2) specify that distracted driving in a highway work zone is a violation of the state's reckless driving statute.
