Lenders and borrowers face updated rules
Beginning October 1, 2026, updated rules in the law’s commercial code apply to more transactions, liens, and property interests created before January 1, 2026. Other rules in this part can provide exceptions. Rights and duties from qualifying transactions entered into after October 1, 1961, and before October 1, 1976, remain valid and can be enforced under the updated law. The change preserves some older rights while bringing older property interests under updated rules.

SB 00484, AN ACT CONCERNING DISTRACTED DRIVING AND THE SAFE OPERATION OF A MOTOR VEHICLE IN A HIGHWAY WORK ZONE.
To (1) include the playing of a video on a mobile electronic device that is in full view to the person who is operating the vehicle as a form of distracted driving, and (2) specify that distracted driving in a highway work zone is a violation of the state's reckless driving statute.
