Limited waiver option for D.C. pardons

The law lets the D.C. Clemency Board waive the five-year wait for pardon applicants who ask in writing. The Board may do this only after it gets notice from the Office of the Pardon Attorney that DOJ or the President already granted you a waiver, and it can still deny it. No waiver is allowed while you are on probation, parole, or supervised release. The Board may request more information or meet with you, and it must send you a written decision. Your clemency application is paused until the Board decides the waiver. This emergency law lasts up to 90 days.
