The property at 1333 M Street SE gets a real property tax abatement for 15 straight tax years, starting October 1, 2029. Each year, the abatement equals the Chapter 8 property tax over $150,000. The developer must send required information to the Mayor by October 31 each year. The Mayor must certify eligibility by December 31, and the Office of Tax and Revenue applies the abatement before the first semi-annual bill. This abatement can stack with other incentives, and the owner can still appeal the tax assessment. The abatement ends September 30, 2044.
The project at 1333 M Street SE must reserve at least 12% of its homes as inclusionary units for households at or below 60% of the area median family income (MFI). Three of the six two-bedroom inclusionary units in the East Tower must be for households at or below 50% of MFI. The Mayor checks each year that these units are provided as the project is built. If your income meets these limits, you may qualify for one of these affordable homes.
To get the abatement, the developer must build neighborhood upgrades: a greenway on Water Street SE between 12th and M Streets SE; the Arrival Plaza, Waterfront Plaza, 14th Street Corridor Plaza, and a Lower Retail Promenade; a rebuilt Anacostia Bicycle Trail on M Street SE; and a rebuilt Virginia Avenue SE with bioretention, plus 52 short-term bike spaces on M Street and Virginia Avenue SE. The developer must also make two one-time $25,000 contributions: one to DC Parks and Recreation for senior programs at the Arthur Capper Recreation Center and one to the Seafarer's Yacht Club. The Mayor checks each year that this work or funding is done.
