DC speeds and loosens environment rulemaking

The law lets the Mayor choose whether to issue Department of Energy and Environment rules. It also repeals the Council’s 45-day active review of those rules. This speeds agency actions and reduces steps for regulated businesses. But it reduces Council oversight, and optional rulemaking can delay or stop new protections for residents. Effective as of July 29, 2021, after Mayor approval or a Council veto override, it lasts no more than 90 days as an emergency act.
