Stronger death-in-duty pensions for DC police and fire

The law treats some deaths from covered job injuries or illnesses as deaths in the performance of duty. This applies to current members and to retirees who die within 5 years from a previously ruled duty injury or illness. Section 4 applies back to January 1, 2024 once the Chief Financial Officer certifies funding in an approved budget and the District publishes notice in the D.C. Register.

Narrower presumption for pretrial detention

Robbery without a physical injury and second‑degree burglary no longer face a presumption of detention as violent crimes. Parts of the detention rule end on December 31, 2026.

New deadlines to seal old records

Beginning March 1, 2025, some sealing filings must be made on or before September 30, 2027. Certain cases must be sealed by October 1, 2027. If a sealing motion was dismissed between March 1, 2025 and this law’s effective date, you can refile sooner than one year after the first decision.

MPD training counts toward college credits

MPD still requires 60 college credits to apply. You can count up to 20 of those credits from MPD recruit training if MPD has an agreement with an accredited college. You must finish MPD’s initial training to earn those credits.

New DC theft and waste thresholds

The law updates crime language and dollar levels. Theft with “some value” replaces the old “less than $250” wording. Theft of $1,000 or more, or two or more thefts in 6 months totaling $1,000 or more, is listed separately. It adds hazardous and medical waste to unauthorized disposal, clarifies DUI wording, and updates statute cross‑references. These changes affect how cases are charged.

Criminal justice council deadlines extended

Deadlines tied to the Criminal Justice Coordinating Council move from May 7, 2025 to September 30, 2026. This keeps the temporary rules in place longer.

Fixes to MPD rule citations

The law updates MPD regulation citations from section 4-114 to 5-129.02 and repeals one outdated subsection. It does not change benefits or spending.

Administrative court hears transit conduct cases

The Office of Administrative Hearings now adjudicates conduct violations on public passenger vehicles under civil‑infractions rules. The law also clarifies who counts as an authorized individual under the section.
