New limits on amplified protests near homes

The law protects homes in Residential, Residential Flat, and Residential Apartment zones. It is illegal to target a home with an amplified speaker for a demonstration between 7:00 p.m. and 9:00 a.m. People also cannot leave an unattended amplifier that targets a home. If police order someone to stop violating these rules, they cannot continue or start again. The Mayor and police can seize and impound unattended amplifiers used in violation. The law defines “sound amplifying device” and excludes car audio heard only by people inside the car. It also removes old wording that tied the rules to “persuading” or “protesting,” clarifying who is covered.

No throwing objects at homes

It is illegal to throw or launch objects onto someone’s home to scare, intimidate, or harass. If convicted, a person can face a fine set by District law, up to 90 days in jail, or both.
