Safe Passage Ambassadors hired by grant‑funded groups must follow their grant terms and the Deputy Mayor’s standard procedures. They must meet with the school administrators for the routes they serve at least twice each year to plan for safety. Ambassadors must complete trainings run by the Deputy Mayor and developed with the state superintendent’s office and school leaders. Required trainings include quarterly bystander intervention with conflict resolution and de‑escalation; yearly cultural competency on race, gender, LGBTQIA+, and income bias; yearly guidance for working with students who have mental health needs, are neurodivergent, or have special needs; and yearly training to spot abuse, neglect, and domestic or family violence. The Deputy Mayor may require other trainings.
The law takes effect after the Mayor approves it (or the Council overrides a veto) and after a 30‑day congressional review. It applies once the Chief Financial Officer certifies its costs are in an approved budget and financial plan and notifies the Council’s Budget Director. The Budget Director must publish that certification in the District of Columbia Register. The publication date does not change when the law applies.
