This emergency law changes bidding rules for contracts that provide health benefits to District government employees and their families. The District can treat a bid as responsive even if it does not include a subcontracting plan. The subcontracting plan is still required before the plan year starts. The law takes effect after the Mayor approves it (or a Council override) and lasts up to 90 days.
