2026 budget cap and flexible funds

The law limits total FY2026 operating spending to the lesser of the District’s total revenues or $22,034,524,408. Appropriations change to match any federal payments Congress provides for FY2026. The Mayor can move ARPA and CARES Act funds between accounts when the CFO certifies them and their use stays within those laws and the funds’ original purpose. Unspent balances in listed non‑lapsing funds from FY2025 remain available for FY2026.

More rental aid if funds arrive

During FY2026, Emergency Rental Program appropriations rise by any extra program money the District receives. This can expand help for qualifying renters. It applies only to funds received in FY2026.

Cover contract exit costs for projects

The District can use certified local funds to pay exit costs for FY2026 multiyear public‑private partnership contracts. It can also pay termination, transfer, or ownership‑change costs for FY2026 energy generation and distribution projects. These payments cannot use emergency or contingency cash reserves. Once set aside, the funds stay available until spent.

Transportation projects on National Park land

During FY2026, the District may sign annual or multiyear agreements with the National Park Service to build and run transportation on park land. The District spends money on these agreements only from funds appropriated and available that year.

Food and lodging for youth travel

If you join a District program with overnight travel, the Mayor can pay for your food and hotel. This covers youth, young adults, and their parents or guardians. Payments follow General Services Administration per diem limits.

Meals for DC workers in emergencies

District employees deployed during a declared snow or other emergency can get food and drinks paid. The cap is $30 per employee per day. Payments come from appropriated local or other funds.

Limits on arts awards and RFK stadium

No money in this law pays for the Mayor’s Arts Awards. Spending for a stadium at the RFK campus must follow the 2025 RFK Campus Redevelopment Act. These rules limit how those funds can be used.
