Cuts and shifts in DC's 2025 budget

The law cuts DC's FY2025 spending by $236,858,618. It rescinds $321,471,895 from local funds and $13,477,130 from Medicaid, and adds $133,474,998 to other funds. The Chief Financial Officer must move named fund balances into the General Fund and move listed amounts out to specific accounts in FY2025. Money moved into the General Fund becomes available under the FY2026 plan; money moved out to accounts is available under the revised FY2025 plan. The law also changes many capital project budgets and reduces Governmental Direction and Support by $9,440,941.

Energy Trust Fund set and trimmed

The law sets $34,416,329 for the Sustainable Energy Trust Fund in FY2025. It also lowers the fund's yearly minimum transfer from $7,000,000 to $3,500,000. This funds energy programs in 2025 but reduces guaranteed money in future years.

One-time grants for DC theaters

The arts agency must issue a $4,000,000 grant to the National Theatre for purchase and repairs in FY2025. It must also give $500,000 to the Howard Theatre for renovation debt and operations, and $285,000 to the Lincoln Theatre for repairs. These grants support the venues, not direct household payments.

Healthy DC transfers delayed to 2026

The law delays transfers to the Healthy DC and Health Care Expansion Fund. Transfers no longer apply in FY2025. They start in FY2026. This change is effective September 18, 2024 and can delay related health program funding for one year.

Changes to Universal Paid Leave funding

The law repeals two transfer rules for the Universal Paid Leave Implementation Fund. This changes how money moves into or out of the fund. It may reduce resources available for paid-leave setup and operations.
