Special education for young adults in DC custody

Beginning May 30, 2025, the DC Department of Corrections must provide special education at no cost for the 2024–2025 school year. It covers people with disabilities who are age 18 or older and still eligible for FAPE under federal and District law. You must be in DOC custody and detained in a secure facility. Services follow the federal special education law (IDEA) and District rules.

Emergency law: quick start, 90-day limit

The law applies as of May 30, 2025. It takes effect after the Mayor approves it or after a Council veto override. As an emergency law, it lasts no more than 90 days after it starts. This timing controls when the special education mandate begins and ends.
