Faster reporting to HUD and Council

The Executive Director must send the Council any policies, procedures, or reports sent to HUD within 48 hours. The board reviews progress on HUD’s 2022 assessment every month. If the Council asks, a quorum of board members must attend oversight hearings and testify. This emergency law is in effect for up to 90 days after approval.

Law updated to support new board

The law updates the DC Housing Authority Act to reflect the new board. It replaces old “Board of Commissioners” and “Commissioner” terms with “Stabilization and Reform Board” and “member of the Board.” It adds the new board to the list of bodies whose members require confirmation. It defines “dwelling unit” for leasing and maintenance rules and repeals one outdated paragraph. This emergency law is in effect for up to 90 days after approval.

New reform board runs DC Housing

The law creates a Stabilization and Reform Board to run the DC Housing Authority. It takes charge when at least five members are sworn in. The board must meet at least 10 times a year, and meetings for official action are open to the public. A quorum is five members. The Authority must give the board at least two full-time research staff who keep board work confidential unless a member allows sharing. This emergency law is in effect for up to 90 days after approval.

Stronger resident voice and training

The board must invite the City-Wide Resident Advisory Board to report at least once each quarter and reply in writing within 45 days. A quorum of board members must attend each resident listening session. The Authority must set up training for resident advisors, give access to named trainings, and add courses on laws, leadership, communication, and negotiation. The Authority must send the Advisory Board any board resolutions at least 24 hours before the meeting. When a policy or program change affects residents, the Authority must seek and consider resident input. This emergency law is in effect for up to 90 days after approval.
