Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Nighttime limits on loud home protests

It is illegal to target a home with a sound amplifier between 7:00 p.m. and 9:00 a.m. in Residential, Residential Flat, or Residential Apartment Zones. You also cannot leave an unattended device that makes noise and targets a home. Police can order you to stop and may seize unattended devices used in violation. The law widens what counts as a “demonstration,” so more actions can fall under these home‑targeting rules. A “sound amplifying device” is any machine that makes sound louder; in‑car audio is excluded if only riders can hear it. This emergency law takes effect after the Mayor approves and lasts up to 90 days.

No throwing objects at homes

It is illegal to knowingly throw or launch an object onto someone else’s residential property to cause fear, intimidate, or harass someone living or working there. If convicted, you face a fine up to the amount set in a 2012 law, up to 90 days in jail, or both. This emergency law takes effect after the Mayor approves and lasts up to 90 days.

Repeals 2024 temporary tranquility law

The law repeals the Residential Tranquility Temporary Amendment Act of 2024 (effective April 18, 2025). The repeal takes effect after the Mayor approves and lasts up to 90 days as an emergency act.
