Starting March 1, 2025, record sealing timelines change. Your offense must be on or before September 30, 2027 to qualify. If your offense is not listed in §16-805(b), you must file your motion before October 1, 2027. If your sealing motion was dismissed between March 1 and July 14, 2025, you can refile sooner than the usual one-year wait.
The law creates a presumption to detain people charged with crimes of violence before trial. It does not apply to robbery without physical injury or to second-degree burglary. Judges can still consider evidence to rebut the presumption.
The law makes unauthorized dumping of hazardous and medical waste illegal, not just regular trash. It covers anyone who handles, transports, or disposes of these wastes. This strengthens public health and environmental protections.
MPD applicants must have 60 college credit hours. Up to 20 credits can come from MPD recruit training only if MPD signs an agreement with an accredited college or university. This raises education requirements but offers a partial path through training.
The law raises the higher-theft bar to $1,000. Two or more thefts in six months that total $1,000 also count. It removes the old “under $250” phrase for low-value theft and says “property that has some value.” These changes affect how theft cases are charged.
The code now uses “Driving under the influence (DUI) of alcohol or a drug.” The shorter wording standardizes the offense without changing penalties in this act.
The law sets end dates for parts of earlier public safety laws. Section 18(c)(1) ends December 31, 2026. Section 30(f), (g), and (h) also end December 31, 2026. It extends certain Criminal Justice Coordinating Council provisions to September 30, 2026.
Section 6 of this act applies as of March 1, 2025. The act takes effect after mayoral approval (or a Council override) and a 60-day congressional review, and it expires 225 days after it starts. The Clemency Board Waiver Authority Temporary Amendment Act of 2025 also starts only after mayoral approval (or override) and a 60‑day congressional review.
Hearings for violations on public passenger vehicles now go to the Office of Administrative Hearings. Cases are handled as civil infractions under the 1985 civil infractions law. The forum changes, not the listed fines in this act.
School rules update citations to match current D.C. Code. The law changes a section heading, repeals one subsection, and fixes cross-references. This is an administrative clean-up and does not add new benefits or costs.
