New crime for throwing at homes

It is illegal to knowingly throw or launch an object onto someone’s residential property to cause fear, intimidation, or harassment. On conviction, a court can fine up to the amount set in section 101 of the Criminal Fine Proportionality Amendment Act of 2012, jail for up to 90 days, or both.

Stronger limits on loudspeakers at homes

The law defines “sound amplifying device” and excludes car stereos heard only inside the car. People cannot use loudspeakers to target a home between 7:00 p.m. and 9:00 a.m. in Residential, Residential Flat, or Residential Apartment Zones. You cannot leave an unattended loudspeaker that plays sound to target a home in those zones. If police tell you to stop targeting a home, you must not continue. Police and the Mayor can seize unattended devices used in violation. The law also deletes a purpose phrase so more conduct counts as a “demonstration,” and updates wording to say “individuals.”

2024 temporary tranquility rules repealed

The law repeals the Residential Tranquility Temporary Amendment Act of 2024 (D.C. Law 25-323; effective April 18, 2025). Those temporary rules no longer apply, and the updated Residential Tranquility Act now governs.
