Get back stolen EBT benefits

Beginning October 1, 2027, you can get back stolen EBT benefits. Report the theft within six months. Within 20 days, the Department decides and restores the lesser of the stolen amount or two months of correctly issued benefits. If several months were hit, it uses your two highest months. Extra one-time payments, benefits from other agencies, and the minimum annual SNAP benefit do not count. You receive a new EBT card and a written notice with reasons and appeal rights. You can request a fair hearing within 90 days. You do not have to file extra documents by a set deadline.

Chip EBT cards and anti-fraud rules

Beginning October 1, 2027, all EBT cards use a chip (EMV) for better security. The law defines cloning, skimming, and phishing to support enforcement. The Mayor can set rules to carry out these changes. The District must seek federal funds to cover chip-card costs.

Flexible rent help extended to 2027

The Flexible Rent Subsidy Pilot Program now runs through September 30, 2027. This keeps rent help for enrolled renters for one more year. The law does not change benefit amounts or rules.
