Clearer rules for victims under 18

The law updates wording in D.C. Code sections 14-310, 14-311, and 14-312. It states clearly that the listed rules apply to victims under 18 years old, including sexual assault victims. This makes the age coverage clear for minors.

Stronger civilian oversight of DC police

The law expands the Police Complaints Board from 5 to 9 members. One member must come from each Ward, plus one at-large member. After the current MPD member’s term ends, no Board member may be affiliated with law enforcement. The Office of Police Complaints’ Executive Director can start a complaint when they find evidence of abuse or misuse of police powers not raised by the original complaint. This includes failures to intervene in or report a use of force, as required by MPD General Orders 901.07 and 201.26 (or their successors). The Director can use the same enforcement steps already allowed by law.

Short-term emergency law and end dates

The law takes effect after mayoral approval or a Council veto override. Under emergency rules, it remains in effect for no longer than 90 days. It also ends the Section 2 amendments on April 21, 2023, the applicability date of section 105 of the 2022 Act.
