Bill Overview

Analyzed Economic Effects

3 provisions identified: 0 benefits, 0 costs, 3 mixed.

Stormwater fee for DC properties

DC Water charges properties for hard surfaces that shed rain, like roofs, driveways, patios, pools, private streets, and paved paths. Owners and occupants must pay, but the owner is legally responsible. If it is not paid, a lien is placed on the property without more notice. You can dispute the bill using the same process as water and sewer bills. These rules apply as of March 25, 2009, and the charge is treated like other DC Water bills.

Water bills count service and use

DC Water now bills based on both how much water you use and the service to your property. This applies to properties served by the District water system. The change has applied since March 25, 2009. Your bill may go up or down under this method. The law also removes an old subsection to align with this billing change.

Emergency law lasts 90 days

The act takes effect after the Mayor approves it or after a Council override of a veto. It stays in force for no more than 90 days as an emergency law. This timing sets when the other changes take effect.
