DC marriage licenses during shutdowns

During a federal government shutdown, when the Clerk is not issuing licenses, the Mayor issues marriage licenses and can name temporary officiants. This keeps DC weddings and legal proof moving. The Mayor must use a special license form that names the Mayor or an executive office, and the form can be returned to either office. The Mayor must keep sealed copies and a register, number licenses in order with a letter prefix, and track officiants. Within 5 business days after a license is issued or a certificate is returned, the Mayor sends a true copy to the Clerk. Certified copies from either office count as legal proof. This emergency law lasts up to 90 days.
