Sidewalk café and garden endorsements required

If your license class is listed in the law, you must hold a sidewalk café or summer garden endorsement to sell or serve alcohol outdoors. The Board can fine you and suspend or revoke your license or endorsement if you break the rules.

New streatery alcohol licenses and rules

The law creates a streatery endorsement, and a WCSA streatery license, to let you serve alcohol outdoors in parking‑lane setups. A streatery must have a DDOT Streatery Permit and a Certificate of Use from the Department of Buildings. You must apply with a common form, pay $100 now and $100 each year, and keep a clearly marked, non‑shared space in a commercial or mixed‑use zone. Beginning January 1, 2026, you cannot sell, serve, or allow alcohol on a streatery without the proper endorsement or license, and the same alcohol rules now apply to streateries after December 31, 2025. The Board can fine you or suspend or revoke your license or endorsement for violations. Settlement‑agreement limits on sidewalk cafés or summer gardens do not automatically block streateries.

Extra licenses for Convention Center businesses

Retailers with street frontage on Convention and Sports Authority property that sell food and on‑premises alcohol are covered as WCSA food and alcohol businesses. They must have a sidewalk café license from the Board to run a sidewalk café. Starting January 1, 2026, if not already licensed, they must also get a carry‑out and delivery license to sell or deliver closed‑container alcohol.

Public notice for outdoor dining changes

Applying for a streatery, sidewalk café, or summer garden now counts as a substantial change. The Board must give public notice and allow protests. Neighbors and community groups get a chance to object before approval.

Deadline to switch from temporary registrations

The special registration period now runs through December 31, 2025. The 2025 fee is due April 1, 2025, except classes C/T, D/T, C/N, D/N, and manufacturer class B can pay by September 30, 2025. If you used this registration, you must apply for a streatery, sidewalk café, or summer garden endorsement or license by December 31, 2025. Starting January 1, 2026, continuing outdoor alcohol service without applying is a violation. If you file by December 31, 2025, you may keep operating while the Board decides.
