More bond funding for energy upgrades

The law removes the $250 million total cap on District energy efficiency bonds. The District can now issue bonds under this program without a set overall limit. This expands financing for energy efficiency projects in the District. The change takes effect after the Mayor approves it, or if the Council overrides a veto. As an emergency law, it remains in effect for no longer than 90 days.
