Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Emergency rule lasts up to 90 days

The law takes effect after the Mayor approves it or the Council overrides a veto. It remains in force for no longer than 90 days as an emergency act.

D.C. police must list officers in arrest reports

MPD members must list, when known, each officer’s name, badge or ID number, and agency in arrest paperwork. They must say if any officer used force and describe it. They must note how many officers were unidentified and if anyone refused to identify. These duties apply only to MPD, and the law defines “law enforcement officer” and “probable cause affidavit.” A failure to follow these rules cannot be used as evidence, and the law creates no private right to sue.
