New rules on officer reports and video

MPD officers cannot watch body‑worn camera video before writing their first report when an MPD officer is directly involved in an officer‑involved death or serious use of force. Before March 23, 2026, MPD could review video for incidents involving non‑MPD officers. For other incidents, reports must say whether an officer watched body‑cam video first and which footage they viewed.

Public release of body-cam video and names

Beginning August 1, 2025, MPD must release body‑worn camera video and the names of all MPD officers directly involved in any officer‑involved death or serious use of force. MPD must also release the names of other law enforcement officers directly involved, when available, and a short description of the incident. For incidents from August 1, 2025 through March 23, 2026, this information must be released within 10 business days after March 23, 2026. The law also defines who counts as a “law enforcement officer” and that “MPD” means the Metropolitan Police Department.

When these body-cam rules apply

The law applies back to August 1, 2025. It takes effect after Mayor approval (or a Council veto override) and a 30‑day congressional review. The law expires 225 days after it takes effect. These dates set when the transparency rules start and stop.
