District agencies must plan, train, and arrange swing space

Before replacing fossil-fuel systems, the Department of General Services must confirm energy‑efficient replacements are available, can be delivered on time, and fit the budget. The department must train Boiler Plant Operators and Facilities staff to run and maintain new equipment. When work would make spaces unsuitable, it must engage the community and coordinate swing‑space locations and logistics. These steps reduce delays and disruptions for students, staff, and residents.

Repairs allowed on fossil-fuel heaters in District buildings

The District government can repair, rebuild, or replace parts of existing fossil-fuel space and water heaters it owns. This stays allowed even while new fossil-fuel systems are banned. This keeps heat and hot water running in schools and other District buildings. District schools alone have about 162 boilers at 117 sites that need upkeep.
