Effective October 7, 2025, the District can borrow up to $1,809,820,675 by selling bonds and notes. The bonds can be income tax‑secured or general obligation. The money funds or reimburses Fiscal Year 2026 capital projects approved in the FY 2026 Budget and Financial Plan. As an emergency measure, it takes effect right away on that date so bonds can be issued without delay. This speeds project funding but increases public debt and future debt‑service costs.
