District can borrow $1.81 billion for projects

The law lets the District issue bonds and short-term notes for capital projects. The combined total across bonds and notes may not exceed about $1.81 billion. Money pays for schools (about $487 million), transportation (about $279 million), fleet (about $122 million), and other public needs. Funds can cover project costs, pay issuance fees, and reimburse temporary advances. Notes can fund startup costs and may be taxable or tax-exempt, as allowed by law.

Chief Financial Officer manages bond choices

The Chief Financial Officer chooses which debt tools to use for these projects. The CFO can time and approve any refinancing of short-term notes. The Mayor or CFO can sign all documents needed to issue and sell the debt. All actions must follow the Income Tax Bond Act and the Bond Acts.

Leftover bond money shifts to projects

If a listed project needs less money, the extra must fund other approved projects. Extra funds can only move to projects the Council already approved in a bond act.
