D.C. Clemency Board can waive five-year wait

The law lets the D.C. Clemency Board consider and grant a waiver of the five-year waiting rule for a Board letter of recommendation. The Board can do this only when the U.S. Pardon Attorney has already granted a similar waiver. The five years are counted from release from confinement, or from conviction if no prison sentence was imposed. This takes effect immediately, so the Board can act now. A waiver makes an applicant eligible for Board consideration; it does not guarantee clemency.
