Easier rezoning for historic African-American cemetery land

Beginning July 1, 2026, Florida counties and cities must administratively approve qualifying cemetery land rezoning or land-use changes. The historic African-American cemetery must be recorded in the Florida Master Site File. It must sell or contract to sell excess vacant land expressly to fund its long-term maintenance and upkeep. Development must fit adjacent land uses, and local officials retain reasonable discretion to choose a designation that fits the surrounding area. This approval requirement overrides conflicting laws but provides no grants or set funding amount.
