Fewer certification barriers for counselor applicants
Beginning July 1, 2026, Florida school counselor applicants are exempt from two specific educator certification requirements. These are the requirements in Florida Statutes section 1012.56(2)(g) and (i), not all certification requirements. Districts may still require certified school counselors to meet those two requirements as a condition of employment.
School staff evaluations use job-specific standards
Beginning July 1, 2026, Florida school staff receive annual evaluations. Newly hired classroom teachers must be observed and evaluated at least twice in their first year. Student performance must count for at least one-third, using at least three years of data when available. Teaching practice must count for at least one-third for instructional staff. Certified counselors' practice criteria must use state school counseling standards. Other instructional staff use state educator standards, with student-support duties reflected for non-teachers. School administrators' leadership must count for at least one-third, using state leadership standards. Leadership measures cover teacher effectiveness, proper evaluations, hiring and keeping effective staff, and improved staff ratings and student growth. Districts may include parent and instructional staff input on administrators. The remaining share may include professional duties and, for instructional staff, peer reviews, reliable student or parent surveys, and other valid practice measures.
