New electronic signature rules for salvage paperwork

Beginning July 1, 2026, Florida allows electronic signatures that meet state law on salvage paperwork for vehicles, vessels, and mobile homes. Electronic odometer disclosures sent through insurers must use signatures that meet Florida’s specific legal definition of an electronic signature. Insurers or their authorized agents must use safeguards acceptable to the Florida Department of Highway Safety and Motor Vehicles. These safeguards must verify identity, protect signatures from changes, keep them secure and private, and allow audits. They must also cover how signature records are kept and disposed of. The law removes the prior federal digital identity standards and replaces them with department-approved controls.
