Agency cybersecurity records get new privacy rules
The law replaces former state-agency exemptions for cybersecurity reports and related meetings with broader, centralized privacy rules. Protected records include specified critical-infrastructure and cyber-incident information, login credentials, sensitive agency software, and technology insurance limits and deductibles. Public portal users’ internet addresses, location data, and access dates and times are also protected. Security practices and parts of assessments, audits, and reports are protected when disclosure could help someone access or damage systems. Meeting portions revealing protected information are closed; agencies must record and transcribe them, but those records remain private. Agencies can share protected information with other government bodies when it supports the recipient’s official duties, not just statutory duties. These rules cover records held before, on, or after the law takes effect. They are scheduled to end on October 2, 2031, unless lawmakers renew them.
Local utility customers keep detailed usage privacy
Local government utilities keep customer meter data and billing details private when they cover periods shorter than one billing cycle. This protection applies to records held before or after the law takes effect. The law removes this utility-specific exemption for cybersecurity and systems-security information; separate agency cybersecurity protections can still apply. The customer-data exemption is scheduled to end on October 2, 2027, unless lawmakers renew it. The law does not change utility rates or payments.
