New diabetes research and care institute

Beginning July 1, 2026, the law establishes the University of Florida Diabetes Institute within its College of Medicine. It serves Florida residents and covers type 1, type 2, and gestational diabetes, plus related metabolic conditions. Its duties include researching causes and cures, improving prevention and treatment, and providing care for children and adults. Care includes patient and family education, nutrition counseling, mental health support, and disease management resources. The institute must train health professionals, build partnerships, and provide community education to reduce gaps in diabetes outcomes. It may run statewide pilot programs for screening, prevention, and technology-based diabetes management. It must securely collect, store, and study data with identifying details removed; sharing with research partners requires data-sharing agreements. It may form a statewide research and care group with experts, providers, and patient representatives, led by institute executives. That group may coordinate research, develop care models, and seek public, nonprofit, and private funding. Starting October 15, 2027, annual reports to the Governor and legislative leaders must cover research, services, patient outcomes, outreach, prevention, and recommendations. All work is limited to state budget appropriations or other available funds; the law guarantees no individual payment or service.
