The law repeals Georgia’s prior ban on contracting with China‑owned companies. Those firms may compete for state work again, subject to all other current limits. The new Russia/Belarus bidder ban and the "concerned goods" purchase ban still apply.
The Georgia Technology Authority sets standard tech specs for state purchases. GTA reviews tech products and services for security risks to the state or its residents. GTA keeps a current list of "concerned goods" to guide buyers.
Georgia and its agencies cannot buy listed "concerned goods" from foreign companies or countries of concern, even through resellers. Companies owned or run by the Russian or Belarusian governments cannot bid on state contracts. All bidders must certify they are not a scrutinized company when they submit. If a banned company sells concerned goods or lies on the certification, it owes the larger of $250,000 or six times the total purchase value. The state ends the contract, and the company is barred from future bids for a time set by the Georgia Technology Authority.
